The Bible says, "Behold, the LORD'S hand is not shortened, that it cannot save; neither his ear heavy, that it cannot hear: But your iniquities have separated between you and your God, and your sins have hid his face from you, that he will not hear" (Isaiah 59:1-2).
The word 'save' also mean deliver, heal and make whole. So when God says it's not that He couldn't save, it includes all the other meanings.
Apart from a lack of faith on the part of the needy, sin is another factor that prevents God from doing things for people.
This then shows that ministers of the Gospel shouldn't be blamed when some people failed to have their needs met.
Once the obstacles are removed, the glory of God will manifest and the needs of the people will be met.
